It can, but only if U.S. officials start to think clearly about what success in the war on terror would actually look like. Victory will come only when Washington succeeds in discrediting the terrorists' ideology and undermining their support. These achievements, in turn, will require accepting that the terrorist threat can never be eradicated completely and that acting as though it can will only make it worse.

Der Rückzug der USA aus der ILO wird in Begriffen hegemonialer Machtbeziehungen verstanden. "`Tripartism"' ist eine Ideologie, die auf einer dominanten historischen Tendenz basiert: Die Entstehung einer korporativen Form des Staates, sowohl in entwickelten, als auch in unterentwickelten Ländern. Die AFL-CIO hat an der Schaffung des korporativen Staates in den USA partizipiert und die USA in seiner hegemonialen Rolle in der Welt im Zusammenspiel mit den amerikanischen Wirtschaftsinteressen und der CIA unterstützt. Weder die ILO noch internationale Handelsorganisationen (besonders die ICFTU) hat eine stabile Beziehung mit dem Zentrum der hegemonialen Macht im Bereich der Arbeit befürwortet, seit die AFL-CIO eine unilaterale Außenpolitik einführte. Die funktionalistische Strategie exekutiver Führung ist fast völlig irrelevant für das Problemfeld gewesen, indem sie die Autonomie einer internationalen Organisation durch die Ausweitung der Aufgaben in technischen Bereichen zwang (asserting). Weder hat die ILO eine alternative gegenhegemoniale Basis der Unterstützung gefunden, z. B. in der Dritten Welt. Die existierende Hegemonie hat sich selbst reasserted durch das Programm der ILO und Ideologie, sogar als die USA ihre materielle Unterstützung zurückzog. Hegemonie, die nicht mehr über die Stimmenmehrheit in den internationalen Organisationen operiert, arbeitet stattdessen über bürokratische Kontrolle. Diese Machtstruktur hat die ILO davon abgehalten, effektiv die wirklichen sozialen Probleme der Schaffung von Arbeitsplätzen, der Bodenreform, der Marginalisierung und allgemeinen Armut anzupacken. Initiativen, solche Themen zu bearbeiten, sind ultimativ diverted in Programme, die mit hegemonialer Ideologie und Machtbeziehungen bestehen. Hegemoniekonzept nach Gramsci: "`Antonio Gramsci used the concept of hegemony to express a unity between objective material forces and ethico-political ideas -- in Marxian terms, a unity of structure and superstructure -- in which power based on dominance over production is rationalized through an ideology incorporating compromise or consensus between dominant and subordinate groups. In the hegemonic consensus, the dominant groups make some concessions to satisfy the subordinate groups, but not such as to endanger their dominance. The language of consensus is a language of common interest expressed in universalist terms, though the structure of power underlying it is skewed in favor of the dominant groups. In this Gramscian sense of the term, the ILO has been the expression of a global hegemony in production relations."' (S. 387) Cox bezieht sich auf die italienische Ausgabe der Gefängnishefte (Quaderni del Carcere, Guilio Enaudi, Torino 1975), ohne sich jedoch die Mühe zu machen, den Hegemoniebegriff bei Gramsci zu rekonstruieren und ihn auf die Brauchbarkeit im Bereich der Internationalen Beziehungen hin zu überprüfen. Cox war zu Zeit der Erscheinung des Artikels Mitglied des Institute for War and Peace Studies an der Columbia University.
